Arc City's resident crazy librarian knowledge entity! He's egotistical, and frequently challenges library visitors to trivia battles, which he pretty much always wins. He's about as close as all knowing as you get, and is extremely proud of that fact. He wants power, but is honestly a little puppy. So get plotting please! <3

It's a little tricky to become Phil's friend. He's self-centered, and really only cares for power in the same way people want water in the desert. Matching wits with him leads to grudging respect, which may lead to friendship if he believes it will grant him power, or doesn't see you as a threat otherwise.

This is a lot easier. If you're competing for power, you're an enemy. If you disrupt the books, you're an enemy. If you beat him at trivia yet are otherwise useless, you're an enemy. Basically, whoever isn't useful to him is someone he doesn't like to varying degrees. However, for people throughout the hate scale, he is still willing to help whether it helps him or not.

Probably not. At most, he'd want to dissect your brain with intense interest. There's also a possibility that someone would come around which he holds profound respect for, and blindly trusts. That's about as close as it'd come. They'd likely be incredibly powerful, yet somehow not threatening to him at all. He'd just be a giddy little puppy to helping them out.
